shouldn't it be E09 for the war and E06 for the stimulus? Either way, thanks for the scientific notation.

No, the cuts were of the order of a couple or few hundred million$ (E08) while the presses are revving to print billion$ (E11). Of course, if we ever get out of Iraq, the total there will be a few 1E12. The point is how penny-wise and dollar foolish our so-called leaders are.
