Um, actually, it was the Democrats controlling Congress that came up with this ridiculous idea. Bush signed it, true, but the Democrats who were going to save us and roll back all the horrible things Bush did have so far only managed to investigate Baseball steroid use and send us all checks (rather than, you know, cutting back on gov't spending). So don't blame this one on Bush: This is *ALL* Democrats this time.

The Dem Congress was handed a timebomb in the form of a screwed up housing market, weak dollar, and escalating gas prices. Also, it doesn't help that the Repubs in the Senate are blocking everything with the filibuster (which when they were in power they wanted to get rid of, there's some hypocrisy for ya). And of course it's a lot harder to get anything done when Bush is vetoing everything! Funny how he didn't veto ANYTHING when the Repubs were in power in Congress.
